ING. FRANCIS LAMPTEY (REGIONAL CHIEF MANAGER )
Ing. Francis Lamptey is a highly experienced Engineer specializing in the water sector. He is an esteemed member of the Ghana Institution of Engineering (GhIE), the International Academy of Project Managers, the Project Management Institute Global, and the Chartered Institute of Administration and Management Consultants. His diverse expertise is backed by a solid educational background and extensive professional experience.
He holds a Master of Science degree in Water Supply and Environmental Sanitation from Kwame Nkrumah University of Science & Technology (KNUST), Ghana. His post-graduate qualifications include a certificate in International Professional Negotiator from the University of Professional Studies, Ghana, and a certification as an International Project Manager from the International Academy of Project Management. His academic journey began with a Bachelor of Science (Hons) degree in Geodetic Engineering from KNUST.
Ing. Lamptey embarked on his career with Ghana Water Company Limited in April 2000, where he has held several key positions. His roles have included Head of Digital Mapping and GIS, Project Engineer for Brong Ahafo Region, Area Project Manager for Central, Western, and Volta Regions, and Distribution Manager for various regions such as Central, Accra West, Brong Ahafo, and Tema.
He was the Ag. Regional Chief Manager for Tema Region before his transfer to the Volta Region as Regional Chief Manager. With over 24 years wealth of experience in the water sector, Ing. Lamptey has developed exceptional skills in project management, contract administration, and leadership. His expertise as a certified International Project Manager has enabled him to deliver impactful project management solutions and manage complex contracts effectively. His skill set encompasses leadership, communication, problem-solving, negotiation, proposal development, critical and analytical thinking, procurement management, strategic management, and operations management.
Ing. Lamptey has further enriched his expertise through participation in more than 20 local and international trainings and workshops pertinent to the water sector. Key trainings include managing and financing urban water and sanitation at Cranfield University, Bedford, England; certified international project manager training at A.M.C. International, South Africa; and total quality management with CIAMC, Ghana.
His commitment to advancing engineering practices is evident in his dedication to enhancing water supply systems’ management and sustainability. Ing. Lamptey is particularly passionate about accelerating water supply infrastructure development to improve access in underserved regions.
REGIONAL PROFILE
Accra West Region is one of the three operational regions of Ghana Water Company Limited in the Greater Accra Region, with the other two being Accra East and Tema Regions.
The Region stretches from the Kwame Nkrumah Circle and encompasses the western section of Accra, along the coast to Kasoa. It is bounded on the North-East by the main Accra-Kumasi highway, up to Pobiman.
The major communities in the Region include Korle-Bu, Kaneshie, Awudome Estates, Avenor, Mamprobi, Chorkor, Russia, Bubuashie, Odorkor Dansoman, Darkuman, Kwashieman, Abeka Lapaz, Sowutuom, Mallam, McCarthy Hill, Weija, Bortianor, Nyanyarno, Kasoa and Amasaman.
Water Supply in Accra West Region
Water supply currently does not cover the entire Region. This is because the existing water distribution network is not enough to match-up with the rapid expansion of the new communities, especially in the Kasoa, Anyaa and Ablekuma areas.
The supply coverage for the Region is about 60%, and the current total customer strength for the Region is 117,312 (as at April 2020). There are plans underway to embark on sustained pipeline extension projects within the corporate approved planning scheme in the Region.
The GAMA Project has also helped in expanding the supply network and improving distribution in some low-income communities in the Region.
Source of Supply
The major source of water to the Region is from the Weija Treatment Plant. About 130,160 cubic meters/day (29 MGD) of the water from Weija is retained in Accra West Region for distribution.
Water demand within Accra West Region is mostly for domestic purposes. There are however a number of low-scale business units, shops, hotels, restaurants and educational institutions scattered across the Region. The few factories located within the Industrial Area are not major water consumers.
