RICHARD APPIAH OTOO (REGIONAL CHIEF MANAGER)

Richard Appiah Otoo is responsible for providing Strategic and Technical leadership for the operations and maintenance of Ghana Water Ltd.’s Systems and Assets. In 2003, he pioneered the use of Geographic Information System (GIS) in the company’s operational network which led to the creation of the Technology and Innovation Department, a department which he spearheaded from 2015 to 2022. During his tenure as Chief Manager, Ing. Appiah Otoo led the company through major business transformations using cutting-edge technologies. He later assumed the role of Chief Manager, Operations in 2022.

Previously, he worked as a consultant for multinational firms and development institutions across three (3) continents. He served on both local and Global Committees and Boards related to Water Management, Engineering and Technology. He also served as a Mentor/Advisor for the 2022 MIT Water Innovation Prize, participated in many research projects and co-authored many cited papers in peer-reviewed journals.

He is a member of the Institute of Directors (UK), American Society of Civil Engineers, Ghana Institution of Engineers, Project Management Institute, American Water Works Association, Institute of Asset Management and International Water Association.

He has received numerous awards including the International Planetary Urbanism prize initiated by ARCH+ together with the German Federal Foreign Office and German Advisory Council on Global Change, the Commonwealth Scholarship given by the British Government, the MASHAV Scholarship given by the Israeli Government, and the African Geospatial Excellence Award among others. He is a past President of the Rotary Club of Accra Legon East.

Richard Appiah Otoo is President of the Association of Ghana Water Ltd. Engineers (AGWLE).

Regional Profile

Accra East Region was established in October 2003. It is one of the four regions of the then Accra Metropolitan Assembly (ATMA). It shares its boundary with the Accra West Region to the west on the right side of the Accra-Nsawam Road from Circle and to the left side of the road from circle through Obetsebi Lamptey roundabout to Korlebu Teaching Hospital. To the east it shares its boundary with Tema Region on the left side along the Spintex road from Sakumono through Coca cola roundabout on to the motorway to the left. The Region has staff and customer strength of 500 and 97,638 respectively.

Notable areas in Accra East Region to mention a few are James Town, Ministries, Osu, Labadi, Nima, Maamobi, Newtown, Kotobabi, Kanda, Airport, Roman Ridge, Adenta Legon East Legon, Dome, Achimota, Taifa, Kwabenya, Ashongman, Madina, Teshie, Nungua, Spintex, East Legon, Ashaley Botwe, Agbogba, Frafraha, Pantang and Dodowa with a land coverage of about 81,076.37 hectares. It has an estimated population of 2,100,000 with current water service coverage of about fifty percent (50%).

Products and Services

The Region provides water service through a pipe network. The total length of pipe network is about 1,400 kilometres which only covers about 50% of the area.

Water Supply and Distribution

Currently, the Region is being supplied with water from three main sources as follows:-

  • Kpong Headworks (China Gezhouba)
  • Kpong New Works through Tema
  • Weija Headworks

Due to inadequate distribution network, about 50% of the populace is with our services. Major distribution improvement works is however being undertaken to improve water supply to Achimota, Ofankor and its environs that has been without water for the past twenty five (25) years.
