ING. RICHARD KWEKU ESUON

(REGIONAL CHIEF MANAGER)

Ing. Richard Kweku Esuon is a seasoned engineer with over 20 years of experience in electrical/electronic engineering, electromechanical systems, and water resource management at Ghana Water Ltd (GWL). He is currently the Chief Manager for the Western Region. Ing. Esuon brings a wealth of expertise in optimizing plant operations, improving maintenance efficiency, and ensuring the reliability of critical water infrastructure.

He holds a Master of Engineering (MEng) in Electrical Engineering from Xi’an Jiaotong University, China, and a Bachelor of Science (BSc) degree in Electrical / Electronic Engineering from the Kwame Nkrumah University of Science and Technology (KNUST). He also obtained a Higher National Diploma from Takoradi Polytechnic, solidifying his strong technical foundation.

Ing. Esuon has completed numerous certificate programs including Advanced Machinery Failure Analysis and Effective Team Leadership. These have strengthened his ability to lead teams and implement innovative maintenance strategies. He is an active member of the Ghana Institution of Engineering (GhIE) and he is also proficient in technical tools such as AutoCAD, MS Office, and Microsoft Project, thus enabling him to manage complex projects with precision.

Throughout his career, Ing. Esuon has held key roles including Acting Regional Chief Manager and Regional Production Manager, where he successfully developed maintenance standards, provided technical support, and managed budgets to ensure the efficient operation of water treatment and distribution systems.

His ability to lead cross-functional teams and implement best practices has consistently delivered measurable results, improving plant performance and reducing operational downtime.

He is known for his positive attitude, excellent communication skills, and result-oriented approach. Ing. Richard Esuon is dedicated to achieving excellence in his work. He is passionate about leveraging his technical expertise to enhance the sustainability and efficiency of water infrastructure, ultimately contributing to the well-being of communities.

Outside of work, he enjoys sightseeing, watching movies, and playing soccer, which provides a balance to his professional life.

REGIONAL PROFILE

The Region currently has a water supply coverage of approximately 44%, serving 45,829 customers, with a metering ratio of 87%. Ghana Water Ltd. (GWL) manages eight water supply systems across six Metropolitan and District Assemblies within the Region.

The Daboase and Inchaban systems constitute city operations whilst the remaining six constitute rural operations.

City Operations

Two water treatment plants supply potable water to the Sekondi – Takoradi Metropolitan Area and its environs: the Daboase Water Treatment Plant with the Pra River as its source has an installed capacity of 27,270m³/day (6 MGD) with an average output of 14,340 – 22,720m³/day (3.155 MGD) during the dry season, and the Inchaban Water Treatment Plant is a 18,180m³/day (4 MGD) capacity plant with an average output of 6,900–9,000m³/day (1.532 MGD) during the dry season. Its source of raw water is the Anankwari River.

Rural Operations

Most rural water systems in the Western Region (except Bonsa) were upgraded under the Subsequent Year Investment Program (SYIP) to improve supply stability. These include:

  • Bonsa Headworks, sourcing water from the Bonsa River, with a capacity of 4,500m³/day (1 MGD), an output of ~3,400m³/day (750,000 GPD), and serving Tarkwa and environs.
  • Prestea Water Treatment Plants (PWTP), supplied by 9 boreholes feeding 2 plants, with a capacity of 2,880m³/day (633,600 GPD).
  • Aboso Water Treatment Plants, fed by 6 boreholes supplying 2 plants, with a capacity of 1,080m³/day (237,600 GPD).
  • Bogoso Water Treatment Plant, drawing from 5 boreholes feeding 1 plant, producing 810m³/day (178,200 GPD).
  • Elubo Water Treatment Plant, sourced from 6 boreholes supplying 1 plant, with a capacity of 1,080m³/day (237,600 GPD); and
  • Axim Water Treatment Plant, which utilizes the Denkyemzule River and 8 SYIP boreholes, with a capacity of 1,136m³/day (250,000 GPD), an output of ~ 60 –300m³/day (13,266–66,000 GPD), and serving Axim and environs.

The Region is divided into five GWL operational districts—Takoradi North, Takoradi South, Sekondi, Tarkwa, and Axim—each managed by a District Manager overseeing daily operations through district-based customer service centers.

Districts in the Western Region

There are five (5) GWCL districts in the Western Region. These are Takoradi North, Takoradi South, Sekondi, Tarkwa and Axim. The various GWCL districts have customer centres located within the district premises and these are headed by District Managers who are responsible for the day-to-day administration and activities in the district.

Takoradi North District

This new district covers the western part of Takoradi which includes Ntankoful, Anaji, Effiakuma West, Kwesimintsim, Apollo, Apowa, Funko, New Amanful, Apremdo, Airport Ridge, West Tanokrom, parts of Beach road and adjoining communities. Takoradi South District
